India has 706 medical colleges. Over 1.08 lakh MBBS seats. The government merit list takes a portion of them. The rest — private seats, management quota, NRI quota, deemed university seats — are filled through a completely different process that most students and parents don't fully understand.

Critical Warnings — Please Read Before You Act

Before exploring options, every student and parent must understand these ground realities:

All admissions are merit and counselling-based. Whether it is NRI quota or Management quota, every seat in the country is filled strictly through a merit list and official counselling process. Anyone claiming otherwise is misleading you.

Low score + low budget = very slim chances. If your score is below 200 and you are hoping for a seat within β‚Ή60–70 lakhs, the honest truth is that the chances are nearly zero.

Beware of fake fee negotiation claims. Fee negotiation does exist in a handful of average colleges — but even after negotiation, the total budget rarely falls below β‚Ή1 crore. Anyone promising you a seat in a good college for far less is likely running a scam.

Multiple state counsellings are essential. To maximize your chances with a low score, you must actively participate in counselling across more than one Open State. Waiting for a single state is a risky strategy.

What Your Score Actually Unlocks in 2026

One of the first things we do in our counselling sessions is sit with students and map out exactly what their score opens up — because most students assume far less than what's actually available to them.

If you scored 450–549: Private colleges, deemed universities, and strong state-level options are very much on the table. This is a workable score with the right guidance.

If you scored 350–449: Management quota seats, select deemed universities, and several MBBS programs are genuinely accessible. We help students in this range every single year.

If you scored below 250: We'll have an honest conversation about a strategic retake — and in the meantime, explore allied options like BDS that can lead to a full medical career.

State-by-State Guide: Where Can You Get a Seat?

Here is a detailed breakdown of the most viable states for private MBBS admissions, with realistic budgets and cutoffs based on 2024 data.

1. Uttar Pradesh

Budget: β‚Ή75 lakhs to β‚Ή90 lakhs (non-minority colleges); fees may increase in 2025.

2024 Cutoff: Round 1 closing rank was approximately 4,75,245 (score: 353). By Round 4, with new colleges entering, the cutoff extended to around 6,12,351.

Key point: If fees do not rise in 2025, the cutoff is likely to remain around the 5 lakh rank range. Students from other states who qualify under reserved categories are generally not eligible here.

2. Bihar

Budget: β‚Ή65 lakhs to β‚Ή75 lakhs for 3–4 established colleges; newer colleges range from β‚Ή80 lakhs to β‚Ή90 lakhs.

2024 Cutoff: The lowest closing rank seen was approximately 8,03,000 (score: 234), making this one of the most accessible states for students with low scores and a modest budget.

3. Rajasthan

Budget: β‚Ή1 crore to β‚Ή1.5 crores for most available seats.

Key point: Students from other states who are category-qualified are eligible here and can apply for management quota seats from Round 3 onwards. However, top colleges like Mahatma Gandhi (Jaipur) and Geetanjali generally do not have seats available for outside students, or their management seats are taken by local or high-scoring candidates.

4. Himachal Pradesh, Uttarakhand, and Haryana

These three states have private college cutoffs that tend to be on the higher side — Himachal Pradesh at approximately 5.67 lakh rank, Uttarakhand at 6.30 lakh rank, and Haryana at 5.05 lakh rank. For students scoring below 200, the chances in these states are limited and should not be the primary focus.

5. West Bengal

Budget: β‚Ή90 lakhs to β‚Ή1.10 crores or more.

Key point: Category-qualified students from other states are eligible. However, colleges here are generally overpriced and often require a bank guarantee — meaning two years of fees must be deposited upfront. Always obtain full fee details in writing from the college authority before committing, as hidden charges are common. Do not rely on verbal assurances.

6. Deemed Universities (Tamil Nadu and Pondicherry)

Several deemed colleges in Tamil Nadu and Pondicherry have higher fees, which naturally pushes their cutoffs lower — making them accessible to students with lower ranks. After fee negotiation, the minimum budget starts at approximately β‚Ή1 crore, while better-quality deemed colleges can cost up to β‚Ή1.40 crores in total.

7. North East States (Manipur, Meghalaya, Tripura)

Manipur: Shija Academy of Medical Sciences accepts outside students; total budget is approximately β‚Ή90 lakhs.

Meghalaya: PA Sangma Medical College has a starting budget of approximately β‚Ή1 crore.

Tripura: Shantiniketan Medical College exceeds the β‚Ή1 crore mark in total fees.

These are viable options for students willing to study in the North East, and outside-state students are generally welcome.

8. Karnataka

Budget: β‚Ή1 crore to β‚Ή2 crores depending on college and negotiation.

Key point: Outside-state category-qualified candidates are not eligible here — only general-category qualified students may participate. Karnataka has a unique "Other Quota" (5% of seats) where fees are equivalent to NRI quota rates but NRI documentation is not required. This quota had fees ranging from β‚Ή26 lakhs to β‚Ή45 lakhs per year in 2024, and may go up to β‚Ή50 lakhs per year in 2025.

Fee negotiation is possible in most colleges except top institutions like MS Ramaiah and Kempegowda. Post-negotiation, the minimum budget typically falls between β‚Ή1 crore and β‚Ή1.10 crores, with some colleges going up to β‚Ή2 crores.

9. Maharashtra

Budget: β‚Ή1.30 crores to β‚Ή2 crores or more.

Key point: Maharashtra is a closed state for general counselling, but 15% of seats are reserved for NRI and Institutional quota. NRI seats that go unfilled are converted to Institutional quota seats. Annual fees range from β‚Ή20–25 lakhs at the lower end to β‚Ή50–55 lakhs at the higher end, making the total investment substantial. After negotiation, the minimum budget starts at β‚Ή1.30–1.40 crores.

State Quota and Reservation Seats

Are you SC, ST, OBC, or EWS? This changes everything. Reserved category cutoffs can be 80–150 marks lower than general category in many states. We help students identify every reservation they qualify for — category, domicile, PwD — and make sure no benefit is left on the table.

Private and Deemed Universities in India

If your NEET score is low, getting a seat at a reputed private college anywhere in India for a very low budget is simply not realistic. The honest minimum across most states — even after negotiation — is β‚Ή1 crore or more for the full MBBS program.

However, if your budget is strong (β‚Ή1 crore and above), a seat is very much achievable through a systematic, multi-state counselling approach. The key is knowing which states to apply in, when to apply, and how to move quickly when the right opportunity opens up.
