The Governor of Haryana has notified the centralized admission procedure for MBBS and BDS courses across all Government, Government-Aided, and Private Medical and Dental institutions in the state, including those under Private Universities. Pandit Bhagwat Dayal Sharma University of Health Sciences (UHSR), Rohtak, is the authorized body to conduct the Online Combined Centralized Counselling based on the merit of NEET-UG 2026

The Haryana Government reserves 15% of seats in the Management Category of Private Medical and Dental Institutions for the Non-Resident Indian (NRI) Category.Additionally, NRI seats are available in Government and Government-Aided colleges. 

Eligibility Criteria

To be eligible for State Quota seats in Government or Private institutions, a candidate must meet the following requirements

Citizenship: Must be a citizen of India.

NEET Qualification: Must fulfill the minimum eligibility and qualifying criteria prescribed in the NEET-UG 2026 information bulletin and relevant NMC/DCI regulations.

Bonafide Residents of Haryana: Candidates or their parents must produce a Haryana Residence Certificate. Categories eligible for this certificate include:

Candidates who passed their qualifying examination from a school/college in Haryana.

Children/wards of regular Haryana Government employees (posted within or outside the state).

Children of persons who have had a permanent home in Haryana for at least 15 years.

Children of federal government employees posted in Haryana in connection with state affairs.

Management Category: Candidates from all over India are eligible for Management Category seats in private institutions, regardless of their state of domicile or place of study.

NRI ELIGIBILITY:-

To be eligible under the NRI category, candidates must be NEET qualified. The state follows a specific priority order for admission:

Priority I & II: Actual NRIs/OCIs/PIOs or their children who originally belonged to the State of Haryana.

Priority III & IV: Actual NRIs/OCIs/PIOs or their children who originally belonged to an Indian State or Union Territory other than Haryana.

Priority V: Real brother and sister of the candidate.

Priority VI: Nearest relatives, provided they are NRIs ordinarily residing abroad and have looked after the student as a guardian. This includes:

Real paternal/maternal uncles and aunts.

Grandparents (both paternal and maternal).

First-degree paternal and maternal cousins.

Foreign Nationals: These candidates are considered only after the list of NRIs/PIOs/OCIs is exhausted

Document Required

Candidates must bring the following original documents plus two sets of self-attested photocopies for verification:

Academic Records: 10th (Matriculation) certificate for proof of age and 10+2/Intermediate detailed marks sheet and certificate.

Counselling Proofs: Printout of the Online Application Form and the Provisional Allotment Letter.

Resident/Caste Certificates: Haryana Resident Certificate and Caste Certificate (if seeking reservation benefit).

Income Proofs: Income and Asset Certificate for EWS candidates and Income Certificate for BC category students.

Identification: Any two forms of ID (Aadhaar, PAN, Passport, Voter ID, etc.).

Photographs: Four passport-size photographs against a white background.

Other: Character certificate from the last attended institute and, if applicable, certificates for PwD, ESM, or Dependents of Freedom Fighters.

For NRI candidates:

NRI candidates (including PIOs, OCIs, and Foreign Nationals) must provide these additional documents:

Proof of NRI Status: This includes a valid Passport, OCI/PIO card, or an official letter from the Ministry of External Affairs or the Indian Embassy.

Equivalency Certificate: Required if the qualifying examination was passed outside of India; this must be issued by the Association of Indian Universities (AIU), New Delhi.

Conversion Certificate: A document verifying the conversion of foreign grading systems into a percentage of marks, if applicable.

Financial Proofs: Bank account details (NRE/NRI/NRO) showing the source of tuition fee payment.

Bank Guarantee/Surety Bond: Required for candidates who choose to pay the balance of their fees in installments.

Relationship Evidence: If applying under the "nearest relation" category (Priority VI), evidence must be produced to prove the blood relation and that the person has acted as the student's guardian.

Important Verification Notes

In-Person Appearance: Candidates must appear in person before the Admission Committee at Pt. B.D. Sharma UHS, Rohtak; authority letters or representatives are not accepted.

Self-Attested Sets: You must bring two sets of self-attested photocopies alongside all original documents.

Failure to Produce: Any candidate failing to bring original documents at the time of verification will forfeit their claim to admission

How to apply

The admission process is strictly online and merit-based:

Online Registration: All candidates must register on the authorized web portal.

Registration Fee: Candidates must pay a non-refundable fee (β‚Ή2,500 for Unreserved; β‚Ή1,250 for SC/BC/EWS/PwD of Haryana; β‚Ή10,000 for NRI).

Choice Filling: Candidates exercise their preferences for courses and institutions online. These choices are considered final after the last notified date.

Provisional Allotment: Seats are allocated strictly based on the State Merit list drawn from NEET-UG 2026 ranks.

Security/Tuition Fee Deposition: Candidates participating in the second or subsequent rounds must deposit a security amount (e.g., β‚Ή10,000 for Govt. seats; β‚Ή1.00 Lakh for Private seats) to be eligible.

Physical Document Verification: Provisionally allotted candidates must appear in person before the Admission Committee at Pt. B.D. Sharma UHS, Rohtak.

Final Admission: The seat is confirmed only after successful document verification and fee adjustment.

Subsequent Rounds: Vacancies after the first round are filled in the second round, followed by a 3rd/Mop-up round if necessary.

FOR NRI:-

Registration Fee: NRI candidates must pay a non-refundable registration-cum-counselling fee of β‚Ή10,000.

Tuition Fee Payment: Fees must be paid through the NRE/NRI/NRO or Foreign bank account of the candidate, parent, or sponsor.

Bank Guarantee: Candidates opting to pay fees in installments must provide a Bank Guarantee or Surety Bond for the remaining balance.

Seat Conversion: If NRI seats remain vacant after exhausting eligible NRI/Foreign National lists, they are converted to Open Category seats in Government colleges or Management Category seats in Private colleges.
