The admission process for the 1st year MBBS and BDS courses in the government colleges of Assam is regulated by the Directorate of Medical Education (DME), Assam. Selection is based on the merit of the National Eligibility cum Entrance Test (NEET). A Selection Board, chaired by the DME, is responsible for the physical counselling and seat allotment process.

 

Eligibility Criteria

Domicile & Residency

Citizen of India: The candidate must be an Indian citizen.

Permanent Resident of Assam: The candidate or their father/mother must have resided in Assam continuously for at least 20 years.

Exemption: This residency period does not apply to children of All India Services officers allotted to the Assam cadre.

Schooling in Assam: The candidate must have studied in the State of Assam from Class VII to Class XII and passed the qualifying examination (HSSLC or equivalent) from an institute within Assam.

Exemption: This is relaxable if the parent is a State/Central Government or Agency employee posted outside Assam.

2. Age Requirements

Minimum Age: 17 years on or before December 31st of the admission year

Maximum Age: 25 years on or before December 31st of the admission year.

Relaxation: The upper age limit is relaxed by 3 years for SC, ST(P), ST(H), OBC, and MOBC categories. A 5-year relaxation is provided for candidates with benchmark disabilities (Divyang).

3. Academic Qualifications

Subjects: Must pass Physics, Chemistry, Biology/Biotechnology, and English in the same sitting without grace marks.

Minimum Marks (PCB Aggregate)

Candidates must bring the following to the counselling session

NEET Admit Card and Result/Rank card.

HSLC (Class 10) Admit Card and Pass Certificate (for age proof).

HSSLC (Class 12) Marksheet and Pass Certificate.

Permanent Residential Certificate (PRC).

Caste Certificate (SC/ST/OBC/MOBC) issued by a competent authority, if applicable.

Specific Quota Certificates: EWS, Freedom Fighter, Sports, or Martyrs certificates if applying under these categories.

Annexures from Application Form: Completed certificates (Annexure I to X) as applicable to the candidate’s status.

How to apply

Declaration Form

Immediately after NEET results are declared, candidates must check the DME website (www.dmeassam.gov.in) for an educational notice. They must apply to the DME using the Declaration Form available on the website.

Step 2: Publication of Counselling List

The DME prepares a Counselling List based on the merit of the applicants. This list is published in leading newspapers and on the DME website, specifying the dates and venue for physical counselling.

Step 3: Physical Attendance & Fee

Candidates must be physically present before the Selection Board. At the time of counselling, a non-refundable counselling fee of Rs. 500 (or as fixed by DME) must be paid in cash.

Step 4: Document Verification

A committee constituted by the DME scrutinizes the original documents and Annexures (Schedule-I) to determine eligibility.

Step 5: Seat Allotment

If found eligible, the Selection Board allots a seat based on the candidate's NEET merit and their choice of college/course, subject to seat availability at that moment.

Step 6: Medical Fitness & Admission

Selected candidates must then visit the allotted college. Admission is granted only after being found physically fit by the college's Medical Examination Board. All original certificates must be deposited with the Principal of the college.

Step 7: Mandatory Agreement

All admitted students must execute a Deed of Agreement on a Rs. 100/- stamp paper.

Bond: Students agree to serve the Government of Assam for 5 years (or 1 year of rural service) after graduation.

Penalty for Breach: Rs. 30 Lakhs for MBBS and Rs. 20 Lakhs for BDS.
